    Responsible management of cmitale could mean a great shift in the economy away from fossil fuels, and toward alternatives. This would not only represent a threat to huge interests like OPEC and big oil; but raises the “change” alarm to conservatives in general. Internationally, undeveloped countries might benefit, while at least some “developed” countries might be required to accept limits.
